It is not an accident of history that has made Hong Kong what it is today, nor is it an accident of economics. As Lawrence Summers, the Deputy US Treasury Secretary, aptly put it in Hong Kong earlier this week, "there is no firewall between economic freedom and freedom in its many other dimensions."
